One of the most effective ways to ensure that the host city will get the legacy of the Olympic Games is to have the population participate in planning the work to be done. 4It is the very community who knows what a neighborhood needs, in terms of facilities, and how these can be of use after the event. The best legacy is the one that is incorporated into the life of and brings benefits to the community.

The organization process shared with the community may give the legacy a meaningful dimension. Learning how to discuss the needs of the community, democratically 6facing the differences in interests, and gathering partnerships for the 5viability of projects are unique experiences which can alter the relationship of the population with their politicians in a dramatic way.

Primeiramente, vamos dar uma olhada em alguns conceitos do verbo:

Agora, vamos dar uma olhada nas alternativas. 

A - Nada se fala de ser oposto a nada nas definições de facing como verbo, no entanto, facing como adjetivo poderia até estar de acordo com a alternativa, mas como verbo, não.

B - Aqui o conceito se encaixa, basta olhar o número três. Enfrentar, encarar as diferenças (que já estão acontecendo). 

C - Este conceito é adequado para o  facing, porém não de acordo com o fragmento do texto. (Basta olhar o conceito 4)

D - Este conceito também pode ser empregado para facing, basta fazer uma interpretação do conceito cinco, é usado como forma de entendimento. 

E - Poderia se encaixar no sentido do confronto, mas não necessariamente alguém que, provavelmente, irá ganhar de você, e nem no sentido de competição. É claro que facing dá a ideia de desafio, mas é forçado o conceito dado pela letra E, principalmente se analisado com o fragmento do texto.
