Laptop de aluno de escola pública tem problemas

Estudo feito pela UFRJ para o governo federal mostra que o programa UCA (Um Computador por Aluno), implementado em 2010 em seis municípios, esbarrou em problemas de coordenação, capacitação de professores e adequação de infraestrutura.

O programa piloto do MEC forneceu 150 mil laptops de baixo custo a professores e alunos de cerca de 300 escolas públicas. Às cidades foram prometidas infraestrutura para acesso à internet e capacitação de gestores e professores.

Uma das conclusões do estudo foi que a infraestrutura de rede foi inadequada. Em cinco cidades, os avaliadores identificaram que os sinais de internet eram fracos e instáveis tanto nas escolas quanto nas casas e locais públicos. A pesquisa mostra que os professores se mostravam entusiasmados no início, mas, um ano depois, 70% relataram não ter contado com apoio para resolver problemas técnicos e 42% disseram usar raramente ou nunca os laptops em tarefas pedagógicas.

Em algumas cidades, os equipamentos que davam defeito ficaram guardados por falta de técnicos que soubessem consertá-los.

Além disso, um quinto dos docentes ainda não havia recebido capacitação, e as escolas não tinham incorporado o programa em seus projetos pedagógicos.

Um dos pontos positivos foi que os alunos passaram a ter mais domínio de informática. O programa foi mais eficiente quando as escolas que permitiram levar o laptop para casa.

Foram avaliadas Barra dos Coqueiros (SE), Santa Cecília do Pavão (PR), São João da Ponta (PA), Terenos (MS) e Tiradentes (MG). Os autores do estudo não deram entrevista.
